That feature will come in early 2018 according to WG. You could however modify the flag.dds file to change the appearance of any flag you like.

If you mean nation flag - then only with mods.
Commemorative flags are easily switched.

In addition to the above there was an is a campaign to earn the Captain Yammamoto for Japan, then that lets you earn his collection that lets you have multiple commemorative flags on an IJN ship.
I am expecting this with other captains in future.

It's actually a hard topic to explain as I'm not really a modder myself. You could look up guides on modding world of warships.

Alot of the game files you need to start modding are kind of hidden, so you'll need to unpack them from the game with the official WG unpacker, more info can be found on the official forums. Basically everything you need to mod starts there.

I'm a new modder myself but thats where to start. Just unpack what files you need basically, in your case find the flags.dds, its actually pretty easy to edit the flags with photoshop.

Also I like to add is that the steam version of WoWS has it's files in slightly different directories so you'll proably have to mess around al little bit more to find out where everything is and where to put them.
