We actually have an anti-cheat system that detects any sort of hack and prohibits or bans a players account. We do take fair play quite seriously in our game and if you see anything not in line with our policy, please send a ticket to Support and we will be glad to address your issue.
Thank you for bringing up your concern.
Wargaming staff have not said it's legal, they have said it's illegal. See this post on the World of Tanks NA forum where a staff member mentioned that it's not allowed: http://forum.worldoftanks.com/index.php?/topic/417292-question-is-warpack-legal-to-use/page__st__140__pid__10956439#entry10956439
This stance goes for all games and servers and not just WoT NA.
