Report a translation problem
I suspect you are seeing an view anomaly that makes you think the guns are on target but they are not, so they won't fire. It happens when a ship is in close range and the gun turrets cannot keep trained on the enemy ship as it's moving by faster than they can turn. Consequently they won't fire. It most often happens with battleships as they have slow turrets, but there's a few other ships that I've seen this with as well.
Unfortunately I can find lots of aiming tutorials on youtube but not a video that really highlights this.
If all you do is lock your guns on an enemy ship you're going to run face-first into this issue.

I also see where guns won't lock on after coming out of a sharp turn--this is probably the turret traverse/ship turn rate issue others are pointing out. It is a little annoying that you can't fire your guns even if they are loaded until the cursor locks on to something especially in "drive by" scenarios.
