US, UK lights, Russian, They have radar and hydro (Or Def. AA but you'll probably want hydro. I think the US lights get both) Radar is very good for ruining DDs lives.
The Italian ones get Sap and exhaust smoke so they can possibly go dark and run away. No hydro or radar, but still solid.
Russians are pretty great or so I've heard.
It's mostly about play style.
Russian cruisers despite being gigantic are really great skirmish / hit-and-run ships. Most of the way up the line they have the longest range and a 'fairly quick' rate of fire but nothing exceptional. They can be an absolute pain in the ass when they're at max range resetting battleships and taking multiple enemy ships on wild goose chases so other friendlies can get in close with numerical advantage.
Japanese cruisers were once good, but they are heavily overnerfed today. They are very squishy ships with a garbage gun range and their T 10 Ship Zao is one of the oldest ships in the game and is in need of a complete rework. Furthermore the Zao on T 10 has a weak AA and gets blasted to bits with 2 or 3 volleys. The Mogami on T 8 was once a great ship for example, but is has only a range of 15,7 km. Is is basically close combat distance today in this game. And the japanese cruisers can tank NOTHING! You can not even use the torpedos, because they are in the rear section of the ships and because of this you have to show full broadside to the enemy to use them.
The soviet Cruiser Petropawlowsk is one of the best ships in the whole game. Very hard to destroy and has great guns.
The Des Moines, the T 10 US cruiser is squishy but packs a punch. And the other T 10 US cruiser the Worcester is great too.
The british T 10 cruisers are very hard to play. Yes the have super heal, but the Minotaur the light T 10 cruiser can be sunk very quickly when you are new to this game. Furthermore it has no "High Explosive" Rounds. Only "Armor Penetration" rounds. Very hard for beginners to play only with "AP" rounds. The second T 10 british cruiser the Goliath is more sturdy, but the shell speed is very, very slow. You must have a very good aim to hit something with this ship.
The Italian cruisers have "SAP" rounds, but the problem with them is the shell traversity. Often enough the shells will bounce and the current meta is "High Explosive" Meta. You are doing way more damage with "HE" as with "SAP" rounds.
I would grind the US line or the Soviet line. They basically never get nerfed and they have both HE and AP rounds.
The french cruiser are "ok". They have a reload speed boost and they have good HE and AP. But they have very wierd armor. Sometimes you get nearly to no damage. Sometimes only one shell which conects to your ship will cost you half your health" Furthermore they are fast and they have "motor speed boost".
The german cruiser are in a bad spot on T10. The Hindenburg has good guns, but it has such a bad armor, it is getting penetrated from all sides. So not a lot of people are playing german cruisers.
The mid-tier german cruisers are also good HE spammers. The Konigsberg and Nurnberg are great at this.
I haven't gone far up the cruiser lines on the other nations.
