That said they used to have no restrictions on it so you could division a tier 5 with a tier 10 if you so desired, but that was a bit silly and got changed a long time ago.

And welcome @OP. After thinking about it I was going through various team setups that would be hilarious if you were allowed to be the only top tier if MM matched you with your lower tier in division :)

I believe there is a video on the WOWs website (or YouTube if you want to search) that explains in general how the MM system works. Basically if you are signing up as an individual, your ship gets placed in several pots for potential games, which is why sometimes you are top tier, sometimes all players are same tier and sometimes you get uptiered. This generally reduces the time to get into a game since once any one of the pots you are in fill up, those players get pulled into a game. If two players with different tier ships (say, Tier 6 and 7) are signing up together, then the number of pots is reduced (you can't get a pure Tier 6 or pure Tier 7 game now) and since the fewer pots have to completely fill before you can start playing, it may take longer to get placed in a game.
