My Eugen is full AA spec, I am waiting still for CV to show up, from maybe 15 brawls I saw only one, but unfortunately I was testing Ochakov in that Game so CV destroyed me fairly easy.
With BBs I have no problems with Eugen, although Tirpitz can be difficult to face, other cruisers are inferior, and DDs are tough as I use no hydro, so I have 30% chance to win against them. With hydro, I would say chances rise to 65%.
Massachusetts I encountered 2 Times with Eugen, had 2 wins, both by torps.
On Asia server so get to see reasonable amount of cv's in Brawls
I expected more Tirpitz players, but the maps in "Brawls" changes the meta. Had to deal with Tirpitz spam in my Massa last time.
Lost the two times I faced Eugen; difficult to kill it quickly when I have no space to maneuver. Maybe if I adjusted my brawling gameplay...
Yes, I think Eugen is the best Cruiser for 1vs1. Massachusetts has a little chance against Eugen, if of course, Eugen rushes angled in his torpedo range.
Eugen can take some damage, but once Massachusetts gets 6 torps, well it is kinda over.
With all respect, I do not see how you can adjust your Game to beat Eugen, you need to get close to spot him, 11-12 km, and that is enough for two or three Salvos, and that is not enough.
It is not impossible, but I give you 1 of 5 games against Eugen.😊
The first time was a close game in 1v1 ranked sprint; I made a few maneuvering mistakes and ate too much damage from the torps. The second time, however, I was at a natural disadvantage due to Eugen being able to reach caps faster than I can and having RPF, forcing me to push in to avoid being outcapped. I can see how it could have gone differently, though.

I've had wins against Tirpitz, Odin, Massachusetts, Kii, Benson, Asashio, Le Terrible, Hosho, Pyotr Bagration, Vittoria Venecia, Prinz Eugen, and Bismarck.
Honestly, I'm shocked at the amount of BBs that will drive straight at me and let me just turn away and kite in their face.
I expect it from randoms, but not from high tier clan players. You'd think they'd know how to angle. Odin's simply a smaller Battlecruiser Scharnhorst after all. With a smaller health pool to boot!

I was testing yesterday Kutuzov, but believe it or not I suffered two losses, one against NC, and one against french DD, although DD rushed me behind Island, and suddenly he was at 2 km and I eat most of his torps. But Kutuzov seems Like good choice against DDs, Wichita also imao. Relatively fast reload and hydro. Not good against BBs, although Kutuzov has torps, but no heal.

As far as your multiple losses go, you could try not using meta-balans or support ships? Might help fix where you are probably struggling personally.

I play best with BBs (acc. Stat.) but choose to pass this brawl with Cruisers.
My premiums have stronger Captains than their tech tree counterparts, that is why I am using them.
I want to Explore a little bit, hence the other Cruisers, Eugen is in my comfort zone, Kutuzov, Ochakov and Wichita not so much, as I did not have a chance to play more than few games with them.
But anyway, I am not afraid of loss, I Always learn something from Every one.
I loose with smile on my face, it took me years to master that.😄😂👍
And now I am a happier man.😃
