How do you get the time and distance to display when aiming?
I have dynamic crosshairs, but I do not see any numbers to show speed or distance.

Go to Settings > Controls and select "Alternative Interface Mode" and set it to "Full".

It should be in the bottom left corner.

found it. i had to tun on alt interface mode

Google world of warships aslain.
Install the mod pack, specifically the Nomogram Modern sight. It does the calculation for you, notches are ship speeds in stead of time*speed.
Use that for a while, then change to a static crosshair as over time you'll easily eyeball the lead you need.
