Steam store purchases to non-steam account
If I wanted to purchase a ship or a starter pack in the steam store and gift this to my non-steam account, is there any way to do this?

Hmm I'm not 100% sure, but I don't believe so. Steam items can only be gifted to other Steam accounts as far as I know, and Steam WoWS DLC's do not work on non-Steam wows accounts. In order to gift to another WoWS account outside Steam you have to buy from the WoWS store.
