Atago does exactly have a same tier counter post though most IJN cruisers around that level play nearly the same, they both get a unique heal around that tier that the same tier tech trees don't.
Atago has a high citacel that the enemy wants to slap but she also has two torp launchers on each side. I think they are 8-10 k range.

Atago has an easy to hit citadel, but it's better overall. Better maneuverability, better concealment, better torpedoes and better guns (good accuracy, very high HE damage and fire chance, decent AP damage and penetration).
Atago is a very stealthy cruiser with the right perks.
She has excellent torps for a cruiser at her tier. She has two sets of torps which can be launched either side with pretty good firing angles and with a range of 10km.
You can also get her concealment to 9.9 or 9.8km? which means you can technically stealth fire her torps (although you have almost no wriggle room!) .
Her gun turrets are very slow to rotate but her HE shells are excellent with good fire chance. AP shells are powerful when fired within 12km. You can easily Cit other CA's from this range and do serious damage.
Her armor is weak so she is not one to absorb a lot of damage. Atago plays well with some support ships close-by or when making use of cover and her stealth attributes. I love Atago and have had some excellent games in her. I highly recommend if you like IJN dd play style with a mix of crusier play. i have c. 300 games played as Atago and have had lots of fun.
Prince Eugen
This ship has really grown on me recently. It is a far tankier CA than Atago and can bounce shells better when angled correctly. PE also has some really nice AP shells and can do some serious damage when in range and hunting citadels. HE shells are just meh tbh...
Her torps are also pretty meh....with only 6km range and only average damage, they are not used nearly as much as with Atago torps which are a real asset. However PE has excellent firing angles on these torps when you eventually use them!
With about 120 games played as the PE, I still feel like I'm getting to know her. Her playstyle in my experience is all about lining up an AP broadside on an enemy crusier and landing a devastating strike! xD
Her AP is really powerful and this is a fun aspect to her playstyle.
Out of interest, I just compared my stats of Atago versus PE, i was surprised to see that my damage stats in both ships are very close with Atago marginally ahead on damage stats. I actually have a better WR in PE (52.25% versus 50.55% in Atago). But PR rating is quite abit better in Atago. To be fair i have more games and know this ships playstyle better than PE so not surprised about the PR.
Conclusion.
I personally prefer Atago as i like playing her stealthy and making use of her torps, however, smashing enemy cruisers with AP shells in PE is also much fun. I dont think you will go wrong picking either ship, but Atago just edges it for me as she suits my play style a little better and is a little more well rounded than PE IME.
