It's mostly good for hunting other DDs, BTW Tachibana is similar - same guns layout, they're weak, except it has slower gun reload and normal twin torps.
Diving with it is risky, it's slow and despite fast reload torps are still very-very weak and even rarely cause sinking.
I was barely able to reach 58% winrate over 50 battles with it

AFAIK prices in Steam on on website should be the same, need to know which region to check to say for sure.
Europe region. So you can buy doubloons ingame using Steam funds and then spend them on premium ships? In that case, I can figure out the price. Though I doubt I'll go for it, because I want those ships on my own account dangit.
BTW don't concentrate on ships too much, tech tree ships aren't generally worse, and there are no tier 9-10 ships that are directly purchasable . In my opinion XP boosters for reaching tier 10 ships and then premium camouflage for them is better. To participate in clan battles you need tier 10 ships for example.
Oh, I know, I'm currently enjoying my Kronshtadt. I like wonky ships, which is why Perth in particular has my attention with its moving smoke ability. Tech tree ships are usually more vanilla, though there are plenty of copout premiums as well, like all those Japanese BBs that are an A-hull of a later ship. With all my hours in the game, I've never had a t10 and I wouldn't advise anyone to grind to one unless they really, really want that ship in particular. At the end of the day, fun playstyle is what matters, not being the highest tier.
I agree, grinding T10s just for the sake of it is not feasible. They also have fun different gameplay, but it's more challenging, so enjoy whatever tier and ship you really like. But when you're quite good - random battles become more boring and competitive modes actually add fun as well as a plethora of emotions
I think i would also get Gearing while doing American campaign.
Some tech tree ships are quite outstanding, like Akizuki, no other IJN destroyer plays the same.
