I hate to tell you this, but the global average damage for Texas is 40.5K. This means you play the Texas well below average. You just have to keep playing it and learning more about it to do better in it (like most ships). We all go through that.

Lol My thoughts exactly, every time I check my stats.
Good advice here already. I'd just add that Texas is definitely a decent ship, the cannons just aren't very accurate at longer ranges. My biggest issue was proper positioning, which is tricky with her slow speed. Keep at it. I'd give better tips, but I'm terrible with BB's in general.
They're talking about upgrades, not commander skills. You can find upgrades in the same place as modules and consumables.
From tier VIII onwards (North Carolina) they become snipers.
