hello i want to ask about mods :) what is the best mod i can use? are mods bannable?

Some mods are banable. There is not really any "best mod". There are mods that display information, mods that change the appearance of your ship, and mods that change the captain and ship sounds.

The two big ones are Aslain's modpack and the Official Modstation from WG.
