other peoples opinion
any cruiser with a heal its worth
anything with smoke its worth
anything with radar its worth
hipper has none of them so dont bother, if you need that many hydros something went terribly wrong in your allies actions and the 6k hydro wont keep you alive much longer
the trick for getting a good hipper for me was playing her like a roon, or a nurnberg
get all the turn speed upgrades
and wiggle as hard as you can
dont try to engage cruisers, they tend to hurt and shoot too often to reliably dodge
piss off the enemy battleships at as much range as you can and dodge every shot
its not easy but in the end you can get millions in potential damage as that ship and sometimes even live
I just want to know if SI is worth it on cruisers that have a regular 0.5% heal.
i tent do rely on dodging and the better rear armor for survival
prow faced hippers tend to die very very fast in my experience
but that also means im usually at high range where her pretty great accuracy leaves her still a great damage dealer with HE with no angle that can defend
so for the 3 point i took the extra fire to compensate for being german
cruisers that have a heal, yes it is useful to have SI
if you live long enough, so the question is how late in the match do you tend to die
and if you die early, would you live longer with a slightly suboptimally used heal in the middle

biggest question is do you have something better to spend on for 3 points if you play her as a AP ship
her torps wont get used enough to need the reload so the only question is do you want more aa
hindi has a weird habit of surviving with a sliver of health... several times per match xP
shes a stubborn ship giving a lot of opportunity to heal
For Prinz Eugen, i probably would use it just because i don't need Vigilance, Demolition Expert doesn't have a high priority with that reload and i can throw in an additional hydro with Superintendent anyways.

From there, it depends on the nation i'm playing, but in general, my finished build for heavy cruisers looks like this:

DE has a higher priority when the cruiser can't heal but pump out quite a lot HE shells, and SI has a higher priority when the cruiser does have a heal or no HE.
In addition, having SI can make you less stingy with consumables which ultimately makes you more effective in battle.
