Erm, they are 2 separate lines, and you will eventually get both...

I know, i've just spent a couple days grinding and i wanted to know which was better

For me Pensacola. AP is good against other cruisers u get alot of citadels. On the other hand dallas, helena, cleveland and so on needs a 14 point captain to be fully effective cuz u need ifhe and CE both.

Dallas and the other ships of the USN CL line need IFHE to be effective, therefore that line is much better when played with a high level commander.

Pensacoloa is a nice "Medium Cruiser", which is a term I use for ships that are parctically Light cruisers in manouvaerability and armor, but have the firepower of a heavy cruiser with 203mm guns. She is the first USN CA for the line, and her AP can demolish other cruisers with her 10-gun broadside. Her gun arcs do take some getting used to, and sort of require a kiting mentality when playing her, which is firing and ruddering back.

As far as Dallas goes... well, she has the same number of guns but in 2x2 2x3 152mm guns, so she is far outmatched by the Pensacola in that regard. However, Dallas has MUCH better concelament and is the first of the USN Light cruisers that has their super low/tiny citadel that is waterline and can really troll the ♥♥♥♥ out of ships firing AP at it, as most of the time you'll get overpens for even barley missing the citadel (unless you fire slightly below the waterline in some ships) Still, I don't regard the Dallas as anything special, the USN CL line dosen't get fun until St. Louis (1939) with it's x15 152mm broadside.

I thought the Dallas was rather dull, and kind of limited in the amount of damage it can put out, but it was a tough ship and very good AA.... You do feel very vunerable when brawling with other cruisers that have torps, because you got no answer for that.... they are free to dictate terms and aproach and torp you without fear of reprisal, .... this is the ships big weakness.
You really need a ship that can reliably citadel stuff as a way to make cruisers with torps think twice.... as it is, the Dallas is a free kill to pretty much any cruiser with torps.

Both lines have great AA and no torpedoes. The light line needs IFHE, but overall is a better line for the most part. The faster firing guns are better on DDs and the fire chance is solid. AP is also quite good at short range. The CA line is more of a grind with only the heavy AP as a saving grace.

The term "heavy cruiser" refers to cruisers with a gun caliber of (roughly) 203 mm (8 inches). Therefore Pensacola is a heavy cruiser.

In terms of firepower, the Pensacoly is outmatched by the Dallas.

Dallas has a 30-40% higher DPM (damage per minute) than the Pensacola. To compansate for the lack of DPM, the Pensacola has a better penetration value for HE and way better AP. But with IFHE on the Dallas, the HE penetration values are the same.
The Pensacola might score a citadel hit occasionally, but the Dallas is more consistent overall.

But, as i said, i still recommend playing the Pensacola (leveling the USN heavy cruiser line) if you don't have a commander with at least 10 skill points to use for the USN light cruiser line since IFHE is mandatory when fighting against t6+ battleships and t8+ cruisers.
