I would say by Tier VII you'd have access to Engine Boost+ (10% increase compared to the usual 8%) since the Aigle was basically the Guepard with high-pressure boilers and Vauquelin was an improved Aigle.
By tier IX you get Main Battery Reload Booster since the Hardi and Mogador mounted advanced versions of the 139mm gun?
I would have to dig deeper to get a better idea, especailly since I don't exactly know how the line would split between DL and DD.
I guess to sum them up: Play a lot like Russian DDs but with better torpedoes and no repair party on higher tier DLs?
EDIT: Did a little bit of digging, and it seems that some DDs are actually Large Torpedo boats and not actually destroyers, so I was mistaken as thinking there was enough different DLs and DDs for a line split to occur. For the most part, France built mostly DLs or "large destroyers", of which none of them had Dual Purpose AA batteries besides the Surcouf class, which is a post war 1950's destroyer that I doubt would be relevant. This means that besides US refits that gave 40mm Bofors and 20mm Oerlikon, French AA was pretty bland.
