what's your first choice t4 commander skill for BB?
as the title says.

concealment expert or manual fire for aa/secondaries seem like the obvious choices...
what do you pick?

Here is what I do.
USN/RN - CE & AFT
German/French - AFT & FP
IJN - CE & FP

superb post, man Tnx
just a little curious on the tiers on them
are these 1-10?
I am not sure if you meant Tiers 1-10 or captain skill points 1-10. so I will explain a bit of both. I use the same captain from T3 to T10 on all of my BB lines and they even work well on several of the premiums too.

Below are the orders that I take all of my skills for the lines and some of the thought processes behind what I took.

USN - PM, EM, BFT, CE, AR, AFT, BoS - I try to emphasize the AA of the American line and sprinkle in some survivability. I use their concealment to disengage when needed and reposition to a better spot.

RN - PM, EM, Super, CE, AR, AFT, BoS - The RN medium AA Aura is pretty decent but not like USN AA. I use Superintendent and BoS to persist on the battlefield as long as possible. They have incredible concealment and an armor scheme that makes punishing their citadel difficult.

German - PM, EM, BFT, FP, AR, AFT, Super - Since these ships are naturally more tanky than most I trade some suvivability for utility by swapping out BoS and Superintendent. I wouldn't disparage anyone if they chose BoS over Super though. I also focus the upgrades on using secondaries but I do not put points in Manual Secondaries. I also do not use the Secondary Mod 3. Secondaries support the main gun platform, not replace it.

French - PM, EM, BFT, FP, AR, BoS, AFT - I treat the French ships similar to the Germans with regards to their secondaries. They aren't as tanky so I swap out Super for BoS to give them a bit more survivability.

IJN - PM, EM, Super, CE, AR, FP, BoS - The IJN ships are in an odd place now days. Their armor scheme, concealment, and powercrept enemies make the ships increasingly more static the higher tiers you go. With that I mind I built them for weathering large amounts of incoming HE and fire damage with an occasional flood.

Hopefully all of that info helps some people out. My builds tend to be fairly generic and focused on staying in the battle as long as possible. Persisting on the battlefield longer means you have more time to influence it, and possibly turn a loss into a win. More specialized builds can be more effective, but they generally tend to need more specific circumstances to shine.

Depends on the BB and if the commander is going further up the line or staying put.

If German or US, I go for 2ndaries/AA most probably. the others it’s case by case choice.
care to elaborate? right now I'm mostly looking at USA, france, and germany; and I want to pick something that will be good in the long-term.

Advanced firing training is a good choice for a bb, especially for a german or US bb (german bbs have amazing secondaries so its great for them, US bbs have great AA so its great for them).

care to elaborate? right now I'm mostly looking at USA, france, and germany; and I want to pick something that will be good in the long-term.

then Germany BB line is probably the best i think, with the great asset to be good from start to end of shipline, none are bad BBs in german line with greatest AP shells dmg and excellent 2ndaries in mid and up tiers.

in anycases, check the WOWS wiki of all ships carefully, like example here:
http://wiki.wargaming.net/en/Ship:Massachusetts

in each descriptions down page, there is always the most recommanded config for capt skills.
if u have a doubt, take count of what they say and compare AA and/or 2ndaries strengh of ships between eachothers and with detect range intrest next, etc.

note: about detection range, let say to resume for BBs: 14to16km is decent, below 13km is great, beyond 17or18km is bad.
for AA & 2ndaries, its more harder to simplify, it evolves differently from each tiers and u must take count also of ships able to use their main guns for AA ie, etc... so need prctice to see wich are good or not...
but let say to simplify, german BBs are best ones for 2ndaries from t6 to t10 and must have priority capt skills about 2ndaries for sure.
and USA its best ones about AA, beyond t5 (NY is quite poor about AA, but nevertheless premium Texas, also t5, have great AA instead), and definitly need capt skills for.

up to u to see wich needs what skill as 1st prio.
but refere to WOWS wiki, what they say usually about capt skills for each ships is pretty sensed.
IMPORTANT: dont forget also u can exchange free xp or gold to increase capt skills, no need to earn it in fights if u think its worthy to invest in a great capt u have, mostly after skill 15, it takes time after that... so, can be a good investment to use fxp for that instead of shiplines...

about france, i am only at Normandie, i know Lyon is excellent, but my own xp is limited sry, cant tell u more.
maybe for the others french BBs, i have some concerns, like only frontal main turrets for BBs concerned, for example, so i am not a big fan of that personnaly, but its a matter of own playstyle mostly...
so i cant really judge, but i know top tier french BBs dont interest me much and arent the best ones (perso, soon as i've reached Lyon, i will foccus on others shiplines next).

and about USA, great AA, decent max speed, long range & powerfull main batteries...
optimize AA seems more important in all their shiplines, as its one of main assets of USA generaly, and as u will anyway be detected until range of your own main battery each times u open fire with (like with any other ships ofc), so may detection range is less important... for BBs.
but i dont know all stats by memory, may some rare cases of US BBs worth to reduce it first... i dunno, need to check in detail ??

well, i still think AA/2ndaries is more profitable than detection range for BBs anyway, generaly speaking...

other important trick to know concerning specialy skills of captains, i strongly advise u to link a captain with 2 ships (or even 3 if 2 premiums within), similar in playstyle and stats.
thats the best way to reduce time to have decent capts, reduce number of different captains u need to have, and it helps to put rightfull skills and be sure its worthy and optimal for a maximum of ships...

perso, after ~2320random games, i have started 100% of all shiplines (between t5 and t8 everywhere +some premiums also until t8) and i merged my best captains like this (or will be, for those i start only or not yet unlocked from their shiplines ie), here are some examples:

Tirpitz & Bissmarck, same captain, trained for Bissmarck.
Texas & New York, same capt, trained for NY.
Anshan & Gadjah Mada, trained for GM.
Varyag & Bogatyr, trained for Bogatyr (for further seal clubbing and as i received Varyag freely from missions) .
Leningrad & Khabarovsk, trained for Khaba.
Z39 & Gaede, trained for Gaede.
De Grasse & Charles Martel, trained for CM.
Atlanta & Cleveland, trained for Cleveland.
Kii & Amagi, trained for Amagi.
etc etc
in these examples, am totally sure the playstyle and assets of each linked ships are similar with his binome and require same kind of capt skills, wich gives me opportunity to create plenty of ship binomes on the long term and increase skills of a single capt faster (by rewards from 2 ships each times, in all games done with them both, and instead of 1capt/ship, etc)

last detail,
in your case, if u are interested by premiums and rdy to pay for, i strongly advise u to buy the Tirpitz, its a fantastic ship, probably the BB i like the most in all those i tried from now... and from all nations !
so, if u choose german BBs, Tirpitz definatly worth it beside regulars ! :)
and also if u choose USA, probably Massachusetts in Premiums worth it too...

i guess thats all, hope it will help ya
++ :)

Advanced firing traing for me always
thanks for the details kilen.

I feel like the manual secorndaries might be a good choice for my german BB line since they focus on closer combat, but then I think of the situations where I'm firing secondaries on both sides at once and I'm not sure I want to give that up? then I think maybe concealment expert but eh?...

for my american line it seems like AA might be the best option to destroy torpedo bombers, but again I'm not sure about limiting my automated fire options... this seems like the best option for this line though.

for the french the current tier (normandy) seems to favor secondary fire, but I'm not sure how that will progress at later tiers, it seems like a line that likes to get in there so maybe concealment would be good?

Manual secondaries is better for t7-10 rather than t6 or lower (15% better dispersion at t6- compared to 60% better dispersion at t7+).
For the German line I would grab AFT first for the greater secondary and AA range, and by the time you get to T7 or so you will hopefully have 14 points to grab another 4 point skill and then pickup manual secondaries. Manual secondaries arent worth it below T7 because the bonus is so small, on T7 and up the bonus is a 60% reduction in dispersion. For American BBs I would grab CE first so you can sneak in a little closer before being spotted and club people, then for the 2nd four point skill it's either AFT if you hate planes or FP if you hate HE spammers.
Or, alternatively if you don't want to be a baddy you go for fire prevention.
About 2/3rds of the incoming shells is HE and this skill cuts fires back drastically. There's absolutely no point to build a BB camptain anything else than durability against HE. Secondaries do 3-4k damage in a match, it's stupid to burn 7 skill points on it, instead of FP and BoS.
