You were likely hitting with weak shells his bow or stern that lost all HP points. It's not World of Danks where you can keep hitting one pixel of the tank for consistent damage to destroy it.
Also Khabarosvk has the best armor among destroyers.
This ^ Khab has great armor that shrugs off most shells from dds and as Ryuu points out damage saturation was probably happening.

So it can happen, it is just RNG not being as random as it should be and gets a bit "stuck" sometimes.
If you hit the same spot, then that could relate, but spread out across the ship with 3 vessels shelling that poor bot in my case, should yield damage values past 0 for 40-50 seconds of shelling him.
I'll go to Training battle and try shooting only 1 part of Khabarovsk :) you can do the same.
If you see you don't deal damage - it's usually best to target other parts of the ship(non-blackened) or change shell type(to cause fires, overpenetrations and citadel hits).
The same about narrow torpedo fans fired at extra close ranges against long target - if they all hit bow or stern target might survive. If the target is going parallel course and/or has slow rudders - wide fan would usually prevent this from happening.
