Godmode Hack...
Ran into a Khabo DD tonite in Clan Battles. Me on my Z-52 and a Gearing were tag teaming him at a cap. We got him down to 152 health. We then proceeded to shoot him for another 20-30secsdoing zero damage to him until his teammates in a Shima and a Hindenburg showed up to assist him where he then took damage and died as we got slaughtered by his buddies. I counted no less than 56 shots by me alone that hit him for zero damage while the gearing shot at least 25+ before he died. 80+ HE shells for zero damage? Really? Fortunately a teammate was recording and we have the video to report him. Has anyone else encountered such obvious cheating lately?

Second Damage Threshold

When the second damage threshold is reached in a compartment, shell penetration damage is reduced to 0. There is no visual difference between the first and second threshold, but shells will no longer inflict damage.

Over-Penetrations
Regardless of the state of the compartment, over-penetrations will always deal x0.1 damage, and citadel hits will always deal x1.0 damage, even after the compartment’s HP pool is depleted.

Fire, Flooding, & Citadel Hits

Damage from fire, flooding, and citadel hits will not reduce any specific compartment’s HP pool. Rather, these only affect the total HP pool of the ship. A compartment with no HP remaining may still burn or flood normally and continue dealing damage to the ship.

Tips & Recommendations

It is recommended that players be mindful of damage saturation when attacking an enemy ship. When firing at a ship's superstructure, watch for visual blackening, as shell penetrations will no longer be inflicting maximum potential damage. If shells stop inflicting damage completely, alter aim to focus on a different compartment.
You were likely hitting with weak shells his bow or stern that lost all HP points. It's not World of Danks where you can keep hitting one pixel of the tank for consistent damage to destroy it.

Also Khabarosvk has the best armor among destroyers.

This ^ Khab has great armor that shrugs off most shells from dds and as Ryuu points out damage saturation was probably happening.

I have had Ai vessels soak up rounds after rounds for quite some time to different areas of the ship and getting them registered as "Penetrations" yet, no damage to his HP pool.
So it can happen, it is just RNG not being as random as it should be and gets a bit "stuck" sometimes.

It's not random. If a ship part lost all HP then normal penetrations do not cause damage in 100% of cases. Overpenetrations and citadel hits still do. See above wiki links for details.

All mentioned is moot. I was in a Z52 and I have fought many a DD's and never encountered a situation where 2 DD's are spamming HE at any ship and have 80+ rounds do zero dmg hitting the ship everywhere. You can claim RNG armor this shell shatter/pen w/e. This was clear as day hacking and I'll see about getting the video uploaded.

If it was hacked, they hacked the server which means that value for all other Khabs would be changed as well leading to them all being harder to kill. This is very unlikely and would be noticed quickly. Khab is well known for this armor resisting damage.

It isn't hacking, or related to the stuff on the Wiki, it is freak RNG generator getting stuck in a rut.
If you hit the same spot, then that could relate, but spread out across the ship with 3 vessels shelling that poor bot in my case, should yield damage values past 0 for 40-50 seconds of shelling him.

Need to see video, But if poor guy was hiding in a corner with only bow or stern visible without other parts exposed - then it's possible.

I'll go to Training battle and try shooting only 1 part of Khabarovsk :) you can do the same.

If you see you don't deal damage - it's usually best to target other parts of the ship(non-blackened) or change shell type(to cause fires, overpenetrations and citadel hits).

The same about narrow torpedo fans fired at extra close ranges against long target - if they all hit bow or stern target might survive. If the target is going parallel course and/or has slow rudders - wide fan would usually prevent this from happening.
