Yeah you are right they are very different but you see it is called marketing... They are trying to get more Japanese and Chinese people to play it. There may not be much overlap here but are you sure that isn't true in Japan and China? This botegirl market in Japan and china is way bigger than the warship market, so it is logical to do a campaign like that. I mean models of warships are being sold under the Kantai Collection brand all the time.
Simply put, you admit there is overlap, and marketing decided to go after that overlap. It seems very childish to me to complain about a marketing campaign you don't like.

which in japan it's one of the many ways they try a promote stuff since a large popluation of japanese people are under the term "NEETs" or "Not in Education, Employment, or Training" which this term is used widely in the us aswell
but the easiest way of promote a world war 2 game in japan was to make/sponsor an anime that uses ww2 ships and tanks
