Report a translation problem
It just affects that persons karma ( as far as i know ) .
I like having that option, i do it to people who just hide in corners ( just an example ) and do not contribute to the match in any way.
On a high tier battle I'll rate down people sometimes for doing SUPER badly if we lose. I mean by the time you get to high tier there really isn't an excuse. If you end a battle with 300 xp it's because you are not paying attention AT ALL. There's coop for you!
But I also rate up the top on wins (and sometimes losses). They did the most to carry the team to victory and/or TRIED to actually win. In the end I had out equal amounts of both which, I think, is what it's designed for.
Ive been reported a few times, either by complete worthless tools that dont have 5 seconds of ♥♥♥♥♥♥♥ patience for someone elses game to load (and sincerely, eat ♥♥♥♥ if you do that, not everyone has a 5000 dollar PC)
Or by people who are just salty they lost their ship and blame it on everyone exept themselves (this is especially prevalent if you're playing a CV or a DD)
Its a useless option that mainly exist as a way to vent and waste someone's karma points.
When i report someone its usually if theyre being a a complete ♥♥♥♥, or are one of those awesome types of players that spilled over from tf2 and keep spamming the same annoying chatbind every second.

As said in the other posts it's a way for players to vent, nothing more, nothing less. No-one can get banned through it.
I tend to use Worthy adversary or Plays Well far more often.
yea, only difference is that reporting someone for 'plays poorly' doesnt do anything but reporting someone for 'misbehaviour in chat' will.
If you make a great play you will get the occasional thumbs up.
... but being a failsniper bb, a suicide dd, a radarcruiser with 50 km radar or something like this and you are this kind of player all the time, you get reports.
Haven't got a clue! Probably still quite low due to when I used to get extremely salty in chat, insulting divisions seems to work well for getting negative reports :P
Reporting someone for actually playing poorly is also useless feature since reporting them for their poor display is not going to improve their skill.
As has been posted before, that's exactly what it's for. For players to rant. If it meant anything it might be dumb, however as it means nothing other than to let players blow off steam, I think it does it's job well.
