The way EXP works, is that ship EXP is based on base EXP + bunuses, while commander and free EXP are based on the ship EXP + bonuses.
Meaning that even if you have an elite ship, using ship EXP boosting camos/signal flags will still provide you with a bonus to commander and free EXP. And, if you use camos and signals that boost both ship and commander EXP, you could get a very high commander EXP, even if your base EXP wasn't too high.
So, you might want to use the ship EXP boosting camos/signals in order to increase your commander EXP.
The only thing elite ship EXP does, is to allow you to convert it into free EXP using doublons. Not worth it, in my opinion.
But you might be better off taining your commanders most of the way directly, using your Elite Commander EXP primarily to retrain them to other ships, or to boost low point ones until they are useful.
Also, you don't have to use 19 point captains just on tier 10 ships. You can use them on any of them. Their commander EXP will automatically become Elite Commander EXP.
Consider using premium ships for levelling commanders, they provide somewhat increased XP by themselves + bonus from their permanent camouflage. If you have enough better 1-use camouflages — it's not a problem, but if not — it allows you to save them up for a better use.
Tech tree ships with permanent camouflages can be used instead, just more difficult to transfer commanders.
