WT Isn't doing capital ships because itd be "gameplay that isn't historically correct" even though they have no problem having teams of 10 Maus tanks against a bunch of Americans using paper tanks.
Gaijin sucks. And there isn't too much else for options for world war 2 tactical games without going full RTS, like Men of War. But generally WW2 RTS is light in naval, if it has it at all.
It'd be even more of a ♥♥♥♥♥♥♥♥.
In terms of realism, I would vote whole hearthly that Steel Ocean is a lot more "realistic" in terms of gameplay and controls.

Before you might start thinking "They copied WoWShip, right?", note that Steel Ocean was released for quite a while (since 2015).
The best way I could describe the main different between WoWS and SO is this:
WoWS uses a similar concept as World of Tank, but with war ships and slightly stripped down with the damage system. Everything, for each player, runs around themselves playing as a team. Upgrading (Modules) are much more about numbers too.
SO is more about micro-management of your ship (or submarine) during battles. Bullets are also limited and damages are much more "intense". SO is closer to WoT when it comes to damage as your ship got "armor" values all around it and you can take water (which slow you down at best), loose your ship crew, be on fire, etc. It's much more "simulation" oriented than WoWS.
One thing I really liked in SO is the ability to control the AA guns and shooting down the planes. :P While that was the "least" realistic part of the game, it was fun.
lul. Steel Ocean is significantly less realistic.
Might be not as arcady and more difficult of a game than WoWS, but it certainly ranks lower on the realism scale. Especially when you factor in ship models and presentation.
It's very much an arcade game with a RNG damage system and arcady battles. Which isn't bad, it's really a lot of fun. But not very realistic.
But let's be honest, most people would find a very realistic ship battle game equally boring. That's why I love WoWS, I can easily just jump in and have fun for a while (or longer), without worrying too much about technicality.
I will try out Steel Ocean. :)
Has anyone played Cold Waters? That was quite realistic and very interesting, but sadly it has no multiplayer.
Dispersion is random on other hand of course.
That link is very interesting, that info should be ingame for everyone to see. I wish we could control the vertical angle of the shots, to make better manual aiming.
Cold Waters is realistic. Only reason I didn't mention it is because it's cold war submarine gameplay, which is significantly different from WW2 capital ship gameplay.
You're welcome to try Steel Ocean, but as I mentioned before, its significantly less realistic than WoWS.
Yes, armor and penetration values are calculated using real world physics. Shell size/weight, Shell initial velocity, shell drag, armor thickness, effective armor thickness from impact angle. Dispersion isn't really "random" either. They used to use a modified bell curve but they've switched to more realistic dispersion calculations.
btw, it's not practical to control the angle of shots. There's only ever 2 vertical firing solutions on an enemy ship. And one of them is wildly inaccurate and impractical with a significantly slower flight time compared to the other. Keep in mind this is WW2 ships where shells are pre packed. This isn't a modern day railgun where you can adjust the charge, and therefore initial velocity(as is the only way to produce MORE than 2 vertical firing solutions, and more than 1 that's actually practical). In fact, that second firing solution is so impractical, vitually no warships were designed for their turrets to be capable of it.
tldr; If you want to change the angle of shots. Change your distance to target.
Steel ocean is a dying game. The devs have abandoned it and left us with no info or updates for nearly a year now, and at most theres like 20-50 people in que for a match at a time and 500 players on during peak the last I checked which was a month or two ago.
