trouble unlocking ex dungeons

i cant unlock ex dungeons.
did all intervention quests
i read some guides, i got the chibi dance ending and all star captures i need.
Ifrit, Shiva, Odin, Bahamut, Ramuh, Leviathan, and Diablo if thats right (got some more but those seem to be the req. ones.

what am i missing?

ok i have them now, for whatever reason i had to do the final battles again.
