Report a translation problem
When running the game, it says "no save data", which is correct as I couldn't start it yet. After pressing "enter" it tries to load again, and it shows the "No save data" box again, + underneath it a small box with "An error has occured".
Also, when running the settings executable file and trying to save that, I get an error saying "save error setting file" or something like that.
I have an up-to-date windows 10 system (latest public release) and already tried running the files as "administrator", doesn't help. It is an actual problem.
Most of the time, it is caused when something went wrong when creating the folder, not giving the right permissions to it, preventing the game from writing in it.
I am not saying it will fix it at 100% probability, but since you have not started playing anyway, there is no save file to lose and it only takes a few minutes at most.

i can't be 100% sure, but i had trouble initially as well until i figured it was my DS4 controller problem.
try playing it via big picture mode on steam?
Why are save games not transferrable? It's a simple .sav file it should just work, ugh. Even tried to trick it into loading it but it still won't work. Hoping to find a solution.
As for iceiceice, I'm sorry to say that I don't know any other way, outside of maybe contacting the support from the devs.
But since you don't have the mouse icon, you might have refunded the game already, so it's not helpful.
