Code of 2 safes in Chamber of Commerce

Has anyone found the codes for the 2 safes in the Chamber of Commerce, in Krasnoznamenny?

In one room, there's a picture of Kaganovich, Stalin, Postyshev and Voroshilov.
- It has been taken in 1934, but that's not the right code.
- with the order on the photo, I took K, S, P, V and their numerical equivalent on a phone pad, 5778, but that's not the code,
- same in Russian (Каганович, Сталин, Постышев, Ворошилов), 4652, but that's not it either
- tried a few key dates like 1917, 1922, and so on, no luck.

In the other room, there's Stalin and Lenin, but I haven't tried many codes. I don't see any lying around either.

Any hint or code? :-)
