funny idea, the Cold War was intended to keep Africa and South America away from their counterparts (communists vs capitalist) so we're aware of all the diversity involving colors, beliefs,diverse propaganda used, cultural, economic, regional disparity buuuuuuut this game takes place in a tiny remote region of Russia so sorry if i'll be annoyed if i see too much diversity for the sake of having it
Don't really care for the argument in this thread beyond wanting to point that out though.

Players are allowed to ask the question, developers are allowed to say no. It seemed like some people had a strong kneejerk reaction to the question. I can see why someone would ask it, I can see why people who played the old Fallout games would ask it, and the community shouldn't vent their frustration on the person asking the question. It was undeserved.
Should have been a simple response like:
Yes there are a couple NPC ones in the game. No for playerchar to get involved. Heard of future mods.
