Friend with the slave fortress
I notice once i buy the slave and did not kill the slaver i have less encounter with the slave hunter for some reason.....It was like a 95% less encounter....

you mean the thug fortress???? it depends - after building red fighter i started doing circles around the base after my char got to lvl 10 they started to appear

May be it depends on where to look for slavers. Try to walk around railways for a while. There should be encounters with slavers in that region.
