From my Journel after retrieving the statue::
[Krasnznamenny] Lenin's statue was captured. I should report back to Comissar, standing near the Trade House bunker.
The Comissar is the quest giver.

running a new char guys....i saw him on an old save when his/ mutant fortress dialogues were still buggy

yeah boosted my charisma to 11 wore the funky police hat and still after getting the statue they refuse to let me in...don't wanna call in the thunder just yet - i'm all about live and let live but my finger is getting itchy with those guys .... UNLESS I CAN TAKE OVER THEIR BASE

After completing the Comissar's quest, is there any reason to go back to the scrap yard? Will I break the game, by shooting up the place? I am not welcome there.

yeah nitloc, it's given by this guy in KZM, however you'll need a good speech or bargain to negotiate even if you don't get the quest

once there you'll be put in charge of the attack plan...was tired and didn't want to go deep in that battle buuuuut you can get a lot of loot from it - either from your enemies or dead "allies"

That's the Comissar's quest. After completing it (via a peaceful approach), is there anything else can I do? I would like to explore the place, but I am not welcome.
