Is the code somewhere in the first town or is it just a skill check to unlock the safe?

Keep playing - I believe the code becomes available after a rescue mission further down the line. (I'm assuming w/ the caveat: 'if you play your cards right'). Like the original FO 1 / 2, all options might not be available in all playthroughs, and you might just miss out on a thing or two...

you'll need either a high lock oooorrr to just follow the main questline in the village

The code seem to always start with 94** but it change every game . So you might want to try getting the numbers ?

Incorrect it changes completely every game.

You get the code after you save the prisoner in the factory, you have to talk to him in the village in order to get the code, it's randomized so don't try sending it.
