Is this game open world / open ended / endless?
Meaning can you play it ignoring the main story forever? And does it have base building / survival elements?

TL;DR - no, it is not

You only play the game in a select number of locations/cities and travel between them on a worl map. It is not seamless and there is nothing in between the locations except for some random encounters that happen on a same set of mini-locations.

When you do the main quest and the side quests there is not much to do. You can build your base but it is just paying for another 'components' of your base and then that's it - you cannot build anything on your own that was not scripted.

Survival wise - there is hunger management. But it is more like an annoyance in the game because food is so plentiful that you really don't bother with it. It is just a tedious chore to put something into your character's mouth every 12 of game hours.

If you have played Fallout 1 or 2 then this is pretty much that - except that it is in 3D and much shorter and unbalanced. It is worth to play if you don't mind frustrating unbalanced mechanics.

You can ignore the story forever, it's open world but you have less locations than other games, it's endless
It has a lot of survival elements though after a while you can bypass them to some degree
No base building but base upgrading

It's still closer to Skyrim than most non Bethesda RPG. If OP question is more related to survival games, or building games, then it is very far from them, but all I saw (video) was very far to RPG and it's Atom RPG.
