Missing Factory Girl

Just finished the shootout at the Factory between Shishak and Dan's men, and now the girl there and her boyfriend are gone. I took the quest to try to find her father, is that still possible or should I have done it before finishing the election quest?

I think they go to Red Fighter if you have taken it already, but don't know if you can still turn in the quest if they are there.
