Report a translation problem
I've never seen this outcome in my playthrough, but i aproached things diffrently...
Can you enter their facilities?
If not one of the 3 guys outside have a dialogue line, and the quest resolved then read the spoiler bellow... the last line might explain things.
You may not apreciate it now but that is some very cool quest design if things are as you say. :)
The only way i ever atempted to resolve this quest is by first luring owners away to see for myself what is happening.
After finding out, things escalated quickly to where everything resolved in a couple of minutes.
I also found some info that sugested who some of the patrons were.
I also thought that maybe the game was subverting the cannibal trope in video games, and it's in fact a completely ordinary meat stand. So I chose to talk with the guard. I did not expect the quest to end right there, but it did. No one came after me after leaving Peregon - no one who wanted to find out how I knew about their business.
If they are still here, it's very weird except if in dialog you said you failed or there's nothing to discover.
