Report a translation problem
This is not true. I think that was the case many months ago when the game released but now you can comfortably read anything, gain the points and THEN even re-assign them elsewhere after using the waters of Styx, same with perks gained through gameplay.

I got every permanent stat upgrade I could, and I had all my points to reassign.
Skills were a different story...before using the ampoule I had 1312, after I had 1131 to reassign. Some of that could have had something to do with the abilities I chose from the tree that add a few here and there. I bumped up Int, and the # of points didn't go up. I suspect you don't get the points you got from reading books back. I also checked the books, and yeah...you can't read them again.
Didn't reset the perks.
Before using Oblivion Ampoule i had 42 Stat.-Points.
After using it i only had 35 Stat. Points to use.
Is there anything how to solve this??
Do you use any mods?
I tried to reroll an old character, made a new one i also rerolled and both times i got correct stats.
If you are 100% sure your guy wasnt on some temporary buff or something and you have a save before reroll, you can send your save to dev support.

One cause of misunderstanding is that, if you want to land the exact same points of skill globally, you will need to reaffect your stats precisely identical as before, because base skill are dependent on stat levels.
Sorry for the thread necromancy but it is rather important, and this very point can save hours or days of gameplay.
