pre-war vodka for fisherman
bar dosnt have it in stock, just beer and wine. where can i get it? need that perk

Yeah that happened to me too, you can give him vodka or something stronger, travel the wastes until you get some caravan or scavenger encounter and search for vodka in their inventory.

There is a location to the left of the Otrandoe with another fisherman. There is a cache of vodka in a wrecked boat.
