Does the Scanner Do Anything Beyond Permanently Highlighting Objects?
Can it replace Attention checks, find scanner-only stashes, or be used in unique dialogue options?

Still experimenting, but I have had alot less hostile encounters while having it equipped during overworld travel, it could be entirely coincidental, not enough data yet.

I think the only 2 benefits are.
1. It has a longer range than ALT
2. It highlights only containers that are not empty. Unlike ALT that highlights all containers

Also it helps to find stash that you could jus miss by clicking alt.

You find it in Bunker 317 near the ATOM team location.

Yep, that's correct. Though it can be easily missed out since it is not in a container(ie body, box, etc) so you have to be actively using alt to highlight the small item and looking at the background just like those individual bottles lying about in the game.
