I guess Dan was a Mary Sue...you can't kill him or kill him "out of order" without messing up a main quest line...it's like playing a text game from 1984 where you can't think or act outside of what the developers want to happen.
Only thing needed for the car is that you are Lvl 10 or above, and talk to the guy besides the statue of Lenin in Krasnoznamenny.
Yes. You can still get the car for yourself. But I think you won't get Kovalev's car quest because there's no election.
