Hi I can setup camp eat something but I can't seem to rest to recover HP.

Is it possible?

yes hit the fire camp icon on the right in global map, you'll spawn a fire in a random wasteland map. You can cook things here. If you don't have anything to eat, you can always hit T and wait (can't be done while hungry) and there is a chance something will spawn around in your sleep.
That includes anything including wild animal you can stock on meat from and basically build up food stocks and recovering HP anytime you need on global map.
You can also wait to get ambushed by bandits and relieve them from their stuff while restocking HP by cooking on site.
