Also you have the option of asking Fidel to help you fix it, however i haven't check if putting points in his skills actually influences the dialogue
I was trying that so long that i was happy about the spoiler.
But i know this riddle:
.. and with this in mind it seems easy but i didnt try.
This post gives the full solution, but can't explain the second part logic:

You can also skip explore the bunker, there's a direct passage leading to monsters area and skipping poisoned area, pick the quest item, and come back when you have a 100% gaz mask, or not.
EDIT:
But I never understood the full logic of the puzzle, up to suspect the logic is screwed up behind some predetermined solution. Perhaps they fixed this lack of logic.
You saved me, thank you so much. I found this through google, then found it again through steam to thank you. I could figure out the number puzzle, but the color puzzle was just not clicking for me. Thanks again man.
White Rabbit, Gray Wolf, Green Lettuce.
The puzzle goes like this. A farmer is coming back from market and has a Rabbit, a Wolf, and a basket of lettuce. He comes to a river and rents a boat to cross but the boat can only hold him and one item or else it will sink.
If left alone the Wolf will eat the Rabbit, likewise the Rabbit will eat the lettuce if left alone. How does the Farmer get all his items across?
So in game you need to get all the buttons to show a green indicator by "moving" them across the "river".
Red indicator means that your Rabbit ate the Lettuce or Your Wolf ate the Rabbit.
A yellow indicator essentially means caution this item is in danger of being eaten.
The buttons start out as 1: Gray, 2: White, 3: Green
So the solution is 2, 1, 2, 3, 3, on: White Gray, White Green White, on.
For the final movement the white and green buttons switch their slots so White is in slot 3.
Either to match up with the in game avatar or just to confuse people not paying attention.
Technically the original puzzle had 2 solutions where you could choose to bring the lettuce after the rabbit and then take the rabbit back then take the wolf.
So 2, 3, 2, 1, 2, but the game auto fails you for trying it locking you to the top solution. Maybe for the same reason that the avatar has the buttons setup the way it does.
That's perverted logic to refer to rules of some classic puzzle, moreover it's not even clean according to your explanation.
For me, bad puzzling design.
