But some practical information:
- STR 5 just for play comfort, myself I try start with 6 if I plan use a shield.
- I don't think DEX 11 is really useful, I would suggest more 10 and put the extra point in STR because of the shield. Or put it in INT or END.
- LUCK 1 should be fine.
- With Normal difficulty, the main difference is you have two more abilities before end game, and have first abilities sooner. The difference of random encounters spawning aren't totally obvious and stuff not scaled and not much scaled won't be different.
- Plan use crafted pistols without crafting skill isn't a good idea.
- Later game you'll probably switch to non crafted pistols.
- I suggest much more a play with party than solo.
If you know how increase attribute(s) of your choice by two points along first parts of a play, I would suggest, even at Normal, even for first play, exploit it, and start with DEX 8, and put the two points in INT. If you don't know how ignore and start with DEX 10 for your first play, if it is a first play.
Magnifying glass, cigs, and some reloads if needed will sort that ;) Plus, would get tinkering and tech up some during play.

Regarding the Dex, well, again this sort of fits in more with the RP, but should also work mechanically. Pistol spam, aimed shots with Revolver+, wield two so ten shots before reloads, add in suitable pistol perks, and for RP it suits Revy well. 10 would work too, of course, for what little it matters.
Various booze should make up for any lacking stats as and when required.
I won't be solo, nor tanking, so a shield won't be used. Dodge should avoid what heat I do end up getting. Or at least that is my hope.
Revy is the main hired gun for the company. I did a reasonable description in my OP, actually. She is the only woman in the squad, with other women in the series equally bad-ass.
In that context RP point of view:
STR 5 or 6 (she isn't a weakling)
END 7 (good in combats in this game means a non too low END)
DEX 10 or 11 because it's main skill for start pistol, 11 for RP, 10 for realism.
ATT 10 because it's second skill for pistols but also quite important for a pistol goddess.
INT 5 because even if she isn't an idiot use her brain doesn't seem to be her strong point. It's fine playable except if you stick with the idea to craft (I don't see RP justifying it).
PER 4 because she is asocial and it's fairly playable anyway.
LUCK other points left, because it's good for combats and it's her strong point.

- RP: Revy is asocial then no point in Speechcraft (harder play). Which means more skill points for craft during first levels.
- Practical: Speechcraft is quite helpful to rush first, without a high INT, you'll have a collision during first levels on what increase, Speechcraft, Crafting, a bit Technology, a bit Picklock (or use Fidel for that), gradually increase First Aid, perhaps a bit a weapon skill.
So you didn't spoil yourself, ignore, DEX 10 is fine (or 11 RP point of view)
DEX 10 seems wiser, it fits RP and suit better game rules.
For STR sure, LUCK too, DEX not really in practice but doesn't matter with DEX 10/11, ATT not at all, INT to lower it and even then it will be hard, END more food or drug.
Then STR 5 is fine, you want carry capacity for your main character, but the best end game pistol requires STR 7, but the penalty should be ok with max skill and ATT 10 and find a way to increase STR to 6 (there's multiple possibilities easy to find).
Judging from her feats she doesn't have mediocre Strength either, she fires an M79 (6.5lbs when loaded) multiple times using one hand like it was a pistol. 6 Str should be the minimum, described in-game as 'Fit'
If we're gonna follow anime feats she should have very high endurance, she took a 40mm grenade hit and only got knocked out, also managed to fight Roberta (who is described as having supernatural strength) H2H for an implied long time (manga).
I wouldn't give her 10 Attention. That would imply she is the best marksman in universe. A quick search shows Mr. Chang and Balalaika are better. But it's not a 6 either.
4 Personality is the highest I would give her, described in-game as 'tactless'. It should be lower to be honest.
Matching her Int description in the wiki and manga feats to in-game, she should have 5-6 (resourceful), she just does not prefer to use it.
And based on her past, she seems to have really bad luck so it's reasonable to dump that.
Glutton shouldn't be a distinction. It implies the character has a 'huge stomach'. Technophobe does not fit her either, she can hotwire a car, rides a bike, knows gun mechanisms. From what I've read of the wiki, Sex Appeal, Lone Wolf & Shooting Gallery Fan are really the only lore-friendly choices.
Lastly, although her trademark weapons are dual-pistols, she isn't limited to them, she is shown using SMGs and rifles.
IDK OP, your version seems really just very loosely based on the character instead of an actual RP build.
The point is for a goddess of Pistol and SMG it's nothing less than ATT 10 in the game, in my opinion. But eventually she is just very good in the Manga or can use Pistol/SMG only close range.
Don't pick Lone Wolf you'll get a crappy main character with party, I doubt this fits the manga.
Shooting Gallery fan isn't a good Distinction you will suffer to build the attributes character even more if like suggested you want a high END. But yeah it makes sense with the RP aspect.
Sex Appeal is a misguiding name, it is mainly about social relationship with opposite sex, it doesn't seem fit the RP.
If she has a good resilience to injuries/hits then I agree that higher END fits better, 8 seems fine.
About Technophobe not fitting, the game has rules, and I played high skilled character in crafting with this Distinction, it's juggling around game rules, not some straight adaptation that isn't really possible anyway. If you are ready to suffer a bit of many Speechcraft you can't do to fit the asocial RP aspect, then Technophobe is fine, put points in Craft and Mechanics during first levels and it will fits this RP aspect.
To adapt the suggestion I did to remark (I agree with) added by flushfire I would suggest:
Stick to Glutton and Technophobe.
STR 6
END 8
DEX 10
INT 6
ATT 10
PER 3 (I played it, it's quite ok, not much worse than 4)
LUCK 1
This will be a very good character for combats as suggest the RP, now let face it, weaker than with Shield, but should be fine for a party play.
EDIT:
Fixed wrong numbers for wrong attributes.
For skills Tech 10, Tinkering 15 (or the reverse). Ignore Speechcraft which is a challenge I never bother try), on first levels focus on raising a bit the both, and a bit pistol but no rush, raise gradually First Aid to 70 but no rush.
Don't raise Tech much even if it fits RP, too few usage in game even if some are quite good to have. Don't wait to increase Tinkering to craft quickly higher level stuff without too much scamloading, later game crafted stuff will hardly be useful anymore, but for some companions setup.
Take care that ignore Speechcraft will push to more combats for the XP lost, and will disable some solution very handy. Also you'll get sometimes less story/lore stuff in some dialog.
EDIT2:
For a less challenging first play, ATT 7 and INT 9 (not genius but fast learning), don't ignore Speechcraft and RP through dialog options the asocial aspect.
I won't disagree, it is my first attempt at a "based on someone" build, only picked up the game in the recent sale, and trying to shoehorn in a character in while still being workable with game mechanics.
Sounds like you're a fan Flushfire, cool! I found the anime by accident late last year and thought it was hilarious, as well as actually quite deep and impactful considering some of the topics it covers. The arc with the Modern Day Nazis and the arc with the Twins are great examples of some of the themes the show covers.
Here are just some general "justifications" for some of my choices. I mean, I didn't intend nor believe my build would be spot on. Again, trying to work in playability too.
The STR is mostly to free up points as I would only use the P.Revolver+ on her. Yes she wields Berettas in Black Lagoon, which I guess could be emulated by the Mark-19 or TT Pistol, I just love the idea of all that AP spam, all those aimed shots from the Revolver would mimic her agility.
I agree the Dex is overkill, and it does not account for the possible stat boosts you can potentially get in game. As I'm totally new to Atom, this choice was mostly to guarantee her awesome agility. 8-10 would work just as well, yes. My current character has 10 and while handy I could easily do without. Current character is basically In-Effects Charismatic Female with only a couple of tweaks.
Yeah I would want as much End on her as possible, which was my choice for the left over points. But, I wanted to see what people said.
I quibbled about the Attention too, maybe a little low. Again it was another "bare minimum" for game mechanics more than anything. I think Chang would be 11 easily, alongside high Dex. He's accurate and deadly because of his awareness, in and off the battlefield.
As combative and tactless Revy is, people seem to like her. She is quite charismatic even for all her faults. Plus, there is more depth to Revy than meets the eye, which occasionally comes out while her and Rock are together in private.
The Int is sort of for the skills boost honestly, and she is reasonably tactical, I think a 6-8 is fair.
The distinctions are mostly for game mechanics, truth be told. I support Glutton as she does enjoy her food, and she works out a hell of a lot to keep herself in shape. Technophobe is more for her lack of understanding of computing and such. While yes, it affects crafting in-game, so I agree it isn't a perfect choice, you only need 80 Tech and Tinkering can be boosted with Cigs, as she is a heavy smoker (and drinker).
Anywhere she lacks, mostly Luck I guess, booze would fill the void. She is a very heavy drinker and often suffers hangovers, which in part gives her a grumpy personality.
Atom is my first CRPG, having never had a PC way back when to play the classic Fallouts, and I'm using Atom to enter the genre. I had the discs of all three classic Fallouts for years, but I just could not break into them. I'm older now, my gaming tastes are different and more varied, and I'm loving Atom so far. Even with all the mistakes I'm making!
If she loves to eat I guess you can headcanon Glutton as just having fast metabolism. I probably would too, and you do need the points. Though it's enough to work with - Technophobe is unnecessary. IMO it's bordering on powergaming territory to take it, kind of defeats the purpose.
But hey, it's your adaptation, you don't have to listen to me.

Its super fun, dark and thought provoking at times. Just don't evaluate it in the first 2-3 episodes. The antagonist of the first arc is the weakest, poorly written and stereotypical arsehat you can imagine. It doesn't allow the main cast to shine, and comes off corny.
Every episode after that is awesome, though.
Watch the English Dub on YT, it is actually far better than the original Japanese. English cast are very talented and the script is well adapted.

I'm familiar with the anime so I'd point out just a few things:
PER should be low. She is not very likable and doesn't even try to be liked by people around her.
INT shouldn't be dumped but it shouldn't be very high either, she has street smarts, she isn't a genius.
Valid points I'll think 'em over :).
My only counter is that I feel she still has quite a charisma about her, especially when she gathers seemingly random people for jobs (Shenhua, Sawyer etc). Regarding Int, I feel her street smarts adds a tactical edge to her gunplay. How that adapts to Atom I'm not sure. The extra skill points per level are nice, though.
But again, I'll think it over :) Lots of good points made by all, here. Thanks very much! It is nice to have a game where there is not a strict meta and thus you don't have a bunch of clones running about.
Similar problem with PER, it covers charisma and social skills and sex appeal (minor in the game). Gather random people to do jobs, could be charisma or persuasion that is speechcraft. The anime itself could probably match various interpretation.
Overall there's multiple interpretation for matching a character to game rules and limits.
