doesn't fit monitor, where's the config file?

Is there a config file or ini file somewhere I can edit? I looked in all the game directories, My Games, AppData, ProgramData, but couldn't find one.
I can't resize the game to fit my monitor. On an ultra-wide, it's stretched to the width, and the top and bottom of the window are invisible and not accessible.

I fixed mine by changing my windows display to 1920x1080. The loaded the game. I could then go in set the display settings, exit the game. switch my windows display back to normal (5120x1440). Opening the game now is fine, I can get access to all the menus.
