Bad performance on Windows 11?

On my System I get pretty terrible performance in this game. My system uses a GTX 1070, a Ryzen 7 3700x, an 32 GB of 2800 MHz ram. It should be more than enough to run this game, but I frequently get fluctuations down into the low 20s. Sometimes it runs fine at the 60 Hz of my display, but other times not. What would cause that?

After testing it on my laptop which uses a 2060 on Windows 10, I think either Windows 11 or the combo of my CPU/GPU and OS are what caused it.

Changing the core affinity for the game improved things a little, which makes me think CPU scheduling is the problem. I've heard that Windows 11 has some scheduling issues, especially with AMD CPUs, so that's probably what's causing it.

W10 the same. This game is horrible. I can play BL3 and Control with less stuttering.

Hi -- I'm also having bad graphics and framerate issues on Windows 11 (64 bit) and can't pinpoint the issue. Here's what I'm seeing when I try to play:
