Clan Skryre.
They got the tech, warpstone and the wits.

strongest is debatable due to all 4 of the major clans selling out their services to other clans and clan mors not being as strong as the major clan. wealthiest is clan moulder or skryre and smartest is clan moulder or skyre again.
it's the clan of the grey seers. although they hardly count as a clan in the normal skaven sense, since they're basically the church. and government.

yes the grey seers are powerful as being a part of the religion but they arent the smartest, they arent the richest and they arent the most powerful

they contain all the greatest wizards and scholars of their race, own a massive stockpile of warpstone out of tribute to the horned rat, and can literally declare near any other heretics, condemning them to destruction. i'm pretty sure they are, my little man.

they condemned clan pestilens and look where that clan is now. one of the 4 major clans

that took a civil war that decimated the population and nearly broke the entire skaven empire. it's what MADE pestilens one of the big four and they're still the odd clan out most of the time. my statement stands.

if the grey seer clan cant deal with one of the big four then it means that it isnt the most powerful. and remember the post. smartest, richest and strongest. grey seers can do magic, so can skyre and moulder. they arent the richest due to them not selling their services enough and they havent got an army they can beat the hordes of monsters of clan moulder, the plagues of clan pestilens, the machines of clan skyre, the assasins of clan eshin or the relentless hordes of clan mors

1:it's pestilens that has magic, not moulder.
2: the grey seers don't sell their services as all, they order other clans into theirs. for free. they can do that.
3: if you want to except the high priests of the horned rat because they're a special clan go ahead, but don't get buttpained because you're still wrong.

1 Ah forgot pestilens ty for pointing out. if clan moulder has no magic then how the hell does it make a rat ogre? ( yes i know that due to them being very secretive about their ways that it is hard to say if magic is used but dont say that that isnt magic because they are doing something similar to clan skyre which has magic) 2 if they dont sell their services then why do other clans have them in their armies. 3 what do u mean by that. and if u think im angry at all then u are very wrong

Moulder uses (a lot of) warpstone to induce mutation then selectively breeds the mutants for positive mutations. we don't know much more than that.

you'll note grey seers are lord choices in the skaven army list. they're invariably either the force commander or the direct aide overseeing that the mission is properly carried out. a grey seer is leading the army, not working for it.

army is not clan. a greyseer can work for a clan for temporary amount of time. same as a warlord except instead of temporary it is more like until they betray their clan for a bigger better one

due to clan moulders secrecy lets just both agree that it is unknown if they use mgic

moulder doesn't have magic. it's technically illegal, it's limited to the grey seers, and through their permission scryre. pestelins having it is kind of grudgingly accepted as part of the agreement to stop the civil war they had from destroying the skaven empire. and the seers keep a surprisingly sharp eye out for that sort of thing.

i dont think that the grey seers can see all that goes down into hell pit so as i said before just agree if it is unknown
I belive Pestelins to be the strongest. Sure, Moulder have ogre and alot of raw power, Scryre use tech alot and have power that way.
Grey seers is no real clan and use the skaven empire as it see fit, pitting them clan agains clan for they own political agenda.
Pestelins assult the entire skaven empire and almost won, they are the main reason why skaven have been to huge war again the world only by the fact that then spread black plague and stuff like that. Most clan leader is fearsome, but Pestelins clan leader is pure plauge and kill tree, humans and most living things as they walk past em.
Sure, clan Eshin is scare, but they are a bunch of assassins, no real warriors. Moulder and Scryre sell there servic but i dont recall Pestelins do that as they are fanatics and only work for the greatest of there clan
