In midst of hordes and/or even slightest case of being surrounded push comes first. In case of few mobs in front of you, bash can be apropriate

always push first, safest and easiest way to get on-rhythm for almost any career.

what shield and what career are you using?

Shield bash is the strongest weapon-based CC, you can stagger stuff with it most people can't. It also costs no stamina, does a little dmg and breaks enemy wooden shields, so it's stronger than shield push and grants more THP on stagger/enemy hit.

Shield push on the other hand is quicker and saver because you don't lose the block during its execution. It also has a larger radius which you can further increase with traits/talents.
I like to alternate both when I need to spam CC like crazy, because dropping your guard to charge the shield push when surrounded is not the best idea on cata.

is this only with shield weapons? i don't use shields but i know pushing drops guard with any other weapon despite still showing the shield icons still
if shields continue to block even during the push animation then i may consider actually using them tbh

Well if you are pushing enemies can't attack you anyway (unless you are pushing something big for no reason) so it shouldn't even matter. It's just all intuition.

depends because sometimes you push some enemies that are close, but enemies pushed before will be charge attacking you and only reach you within the short time you're pushing. sounds like a niche scenario, but happens quite a bit in big hordes on cata if you're not careful and moving around a lot

Usually I just double push if I'm trapped and if not you should be kiting backwards/sideways anyway.
