This is different.
When Chaos Wastes mode was just starting, when upgrading your weapon, you could get a weapon with a random illusion that you didn't have yet, including such illusions that are still impossible to get by any means: like the purple Bretonnian Longsword «Banishing Blade» and purple Longsword+Shield «Pegasus Bastion» (yes, it is still impossible to get, but you can look at them in the "preview menu").
Then this system changed (a very bad change), and when upgrading, illusions began to be selected only from those that you already own. And not from all of them, but only a limited list. I never saw Weaves illusions in Chaos Wastes, for example.

An example of a chaos wastes illusion that was previously unobtainable is the ice/crystal illusion for the moonfire bow.
