There's definitely an OCE presence, but they are only active at certain times. It's not as big as NA or EU players, but they're definitely out there.

Just get it on discount for like 7-8 dollar, worst case scenario you'll enjoy absorbing the atmosphere of the game.
Maybe a bit less than 10% of the time i play, someone or multiple people from asia join my lobby.
