Although, you might want to refrain from blocking players who perform badly, since bad days can happen to you too. As for players who are toxic, wander off alone, get downed but don't want to listen to others, and deliberately friendly fire at teammates, blocking is very much appropriate.
Skills can be improved if good players are willing to give advice to bad players, and the latter are willing to accept the advice given by the former. Toxic behaviors? Not so much. So blocking the toxic ones is perfectly justified.

Yeah I have like 200-400 on my block list. Most of them well deserved lol
I have some hours into the game (mostly qp'ing) and i have blocked 3 or 4 dudes. Guess it all depends on your/ppl boiling point.
Thankfully this is a rare occurrence, but each person has a different experience.
