Mainstay - Only when Smiter or Assassin is not available, and Enhanced Power is a waste.
mainstay is for shield weapons or weapons that do a ton of stagger
Everything else - mainstay.
Damage difference is too damn high to ignore it.
"Only when (something) and Enhanced Power is a waste" what I meant by that is if you don't use ranged that much, or would benefit more from mainstay (high stagger/cleave weapons).
And for WP and slayer - it mostly depends on build and team. For slayer it is generally better to go with mainstay as logn as you use 2handed weapns - his boss damage is already high enough and boosting damage vs elites (especially vs mass armor and with your 2h hammer) and clear speed is more crucial. While with WP you generally better go with smiter, since his corwd control is good alredy (thanks to smite, his skill), while he is definetly lacking in boss damage.
Still overall idea stands.
