Do Weapon Stats Apply Globally?
...or only to that weapon? So I'm playing Saltzpyre, I have a sword with Swift Slaying, will my ranged crits trigger it? Will the Crit Power on a melee weapon increase crits from my ranged weapon?

Only the weapon that youre holding will apply its stats and trait. So your swift slaying trait doesnt work for your crossbow, and neither do its its stats apply when youre not using that weapon. Example; + 10% power versus chaos doesnt apply to your character unless youre actually hitting the enemy with that weapon.

Charms, neck and trinkets and their traits do apply at all times.

You can't get Swift slaying to proc on your ranged weapon. However, if you get Swift slaying to proc and you swap to your range weapon you will get the benefits of Swift slaying and likewise with range talents as well.
