They are exactly the same, only look prettier.
Pretty sure they don't. They aren't even called improved bombs anymore on their pickup prompt, unlike in V1.
Makes sense to have greedy Sack Rats drop fancy loot that caught their eye, including bombs. Also the lift on the Halescourge mission always has bombs, and they're always the "Improved" model
They seem to have been carried over to VT2 as a sort of easter egg. In this game they are straight up just normal bombs with different skins. You can find at least one guaranteed on the guildsman's lift in Halescourge (often two), and they still drop off sackrats.
For me they always looked like plain black ones, whenever I grabbed one.
