Every level increases your total hero power by 10, so the 5 extra level gives you 650 maximum power limit (compared to the old 600), which affects your damage, stagger and cleave limit.
Also, Legend is calibrated to be on par with power level 655, so technically, legend became a lot easier just by adding that 5 extra level.
Addendum:
Lvl 30 takes 3k xp and each and every level takes 3k afterwards
A full book runs nets close to 1.4k exp.
Max level players being sucky doesn’t mean levels don’t matter. It just means they suck so badly that the levels only marginally carry them a little further before they die instead of them dying instantly by being level 25.
Same way a tryhard smurf level 1 isn’t going to outplay an average, competent level 35. I’ve ran into several of those douches on Legend and they almost always are responsible for dragging the team down during integral skirmishes.
I’m all for games being fun and about that emotional/chemical release, but you don’t need a dopamine hit every level: games are about challenging yourself.

Herolevel DOES matter, but if someone sux as 30, wouldnt turn them magically superstar at 35.
And vice-versa.
