How do you stagger plague monks?
Is it strictly necessary to have a shield weapon, to stagger a plague monk? I was wondering if stacking Opportunist, 10%+10% against skaven and +10% against berserkers would be enough with any weapon.

shields, greathammer, flamesword, bret longsword, both flails, most high stagger weapons have a monk breakpoint somewhere.

It's easy to stagger them with lots of stuff, just not on Cata

I tried the shield, the greathammer and the bret longsword and was unable to stagger them at all on Legendary. Is there a particular move to do with each?

You need 37% power boost vs them on shield with opportunist. Every shield bearer can achieve it.

I wrongly assumed that only shields could stagger monks, due to shield bash. Good to know.

It's good to know for certain scenarios (like doing vanguard + hbfs deeds), but by and large, for regular runs, you shouldn't bother trying to build anything to stagger them specifically, because you really don't get them in large enough quantities to be a serious threat, outside of 150-200% twitch mode, deeds, or weaves. Up to about 4 are easily managed by almost any single character + weapon combo, 6+ are easy enough for any shield player to hold and whittle down, and any more than that you should try to initiate with ranged, bombs, or skills instead, unless you have a good melee dps character around.

Staggering is more dangerous they just stop for a second and lock onto new target better to block and let allies kill

Like stated above, what's probably confusing you is that Plague Monks stagger for microseconds usually. Smaller stagger weapons just produce such a small amount that they will resume and attack you before you can even get out of your attack or shove animation, into block again.

try staggering them after their first initial combo
just like with warriors if they are committed to a certain animation like overheads they will finish that, but are prone to get staggered at the very end of that animation and get animation locked for as long as you can stagger them.
same with SV but their stagger resist is way lower and can be knocked out of an overhead with a powerful stagger

Charged headshot works with most of the 2H weapons/single target 1H, but it's unreliable. Better to just block until they do the heavy strikes in their combo, then hit them and resume blocking.
